People development focused leader with 18 years of experience in Public Service; straddling the nexus between communications, partnership and engagement and the social sector. Serving in the public sector career coach network and have coached numerous public servants across various levels of seniority and job roles. Passionate about helping younger officers discover passion and purpose.

Background & Key Achievements
As Director (People Development) at NCSS, Chris leads a team overseeing people development programmes for the social service sector, including volunteerism strategy. Chris has worked in diverse portfolios as a public servant, spanning MFA, MOM, PMO (Communications Group), MDDI, and PA. In his personal capacity, he serves on several national bodies and community organisations, including as 1st Vice-President of Eurasian Association, the self-help group representing the Eurasian community in Singapore, and as Secretary of OnePeople.sg, a Non-Governmental Organisation that champions racial and religious harmony and social cohesion in Singapore. Chris holds a Bachelors of Arts and Master’s in Engineering from the University of Cambridge. He is also an alumni of NCSS’ 40-Under-40 leadership development programme to empower young social service sector leaders. In recognition of his public service contributions, he was conferred the Public Administration Medal (Bronze) (COVID-19) in 2022.
